Gun Grab on The Horizon? Feds Hire Fraud Risk Assessors For 'Compensation Program'

GOVERNMENT OF CANADA — After multimillion-dollar scandals stemming from abuse and fraud in federal procurement awards, the Liberals have posted a contract for a fraud assessor in a "national compensation program."

Is it the gun grab?

According to the contract tender posted to the Canada Buys website on July 15, the contract would fall under the purview of Emergency and Safety Preparedness Canada, the same ministry tasked with implementing the so-called buy-back program for thousands of models of Canadian long guns banned under an order in council issued in May 2020.

The posting reads:

The Department of Public Safety and Emergency Preparedness, or Public Safety Canada, has a requirement to perform a Fraud Risk Assessment of a national compensation program targeting businesses and individuals. Working with a team of dedicated stakeholders, the external firm is expected to undertake a systematic and thorough process to identify, evaluate and help address internal and external fraud vulnerabilities related to the national compensation program.

Adding to the long list of firearms banned in Canada, Trudeau ended private handgun ownership through a freeze on sales and transfers...

ONTARIO — Peel Regional Police have won a major battle against gun trafficking.

According to law enforcement, 97% of the illegal firearms seized during the operation known as Project Chrome were smuggled from the United States.

The police force announced on Wednesday that the project, which began in Sept. 2023, had wrapped up successfully.

Ten individuals were arrested and charged with 185 criminal offences, with some already released on bail.

Of the 71 firearms that were seized, firearm tracing confirmed that 69 of them were smuggled into Canada from the United States.

“We believe the firearms seized in this investigation would have ultimately wound up in the hands of offenders to be used in shootings, carjacking, home invasions, and other acts of violence,” said Detective Sergeant Earl Scott.

Scott presented the findings at a Wednesday press conference alongside other officers.

Nishan Duraiappah, the chief of police for the Peel Regional Police, said that officers have seized nearly 200 firearms so far this year, almost one illegal firearm per day. So far in 2024, the region of Peel has seen as many shootings as it did in all of 2023...

MPs Should Have ‘Protective Zones’ Amid Rising Threats: Former Safety Minister

OTTAWA — Former public safety minister Marco Mendicino is calling for the creation of “protective zones” around political constituency offices to shield members of Parliament and their staff from a rising tide of threatening behaviour.

Mendicino, a Toronto Liberal MP, said under the plan anyone who intimidated or otherwise harassed people within the buffer zone of perhaps 50 to 100 metres would be subject to harsher criminal penalties including jail time.

In an interview, Mendicino suggested spelling out such zones in regulations that will flow from the recently passed foreign interference bill, which contains new measures to protect essential infrastructure.

The former minister’s comments come as the attempted assassination of ex-U.S. president Donald Trump prompts renewed concern and discussion about the safety of Canadian politicians.

“We have to take parliamentary security more seriously,” Mendicino said. “We need as Canadians to open our eyes and recognize that political violence is not something that just occurs somewhere else, but that it is happening here in our own communities.”

People have constitutional rights to express a point of view and disagree with fellow Canadians including parliamentarians, he said.

“But it’s also true that we’re seeing more threats, more intimidation, more harassment, which can lead to harm both online and in the community.”

In the last few years, several MPs from different parties have had their constituency offices targeted, including graffiti spray-painted on the exterior and rocks thrown through windows.

Mendicino says he has received “a barrage of death threats” and that his family has also been targeted. A man recently spat on the MP in Ottawa as he walked to his office.

He and his constituency staff have become more prudent about booking appointments with members of the public, devoting more effort to vetting and screening.

Housing Minister Sean Fraser says he, too, has received death threats.

“My home has been outfitted with a greater degree of security than I feel is ordinary or that I’m personally even comfortable with,” he said in an interview. “But when security officials tell you they need to make certain decisions in your best interest when it comes to personal safety and security, you listen to them.”

Firefighters, Paramedics to Wait For Armed Police Backup Before Responding to 900 Block of Pandora

BRITISH COLUMBIA — After an increase in violence in the area, the Victoria firefighters union president says first responders will wait for police before responding to some blocks of Pandora Avenue.

Jeremy Wilson, president of International Association of Fire Fighters Local 730 (which represents Victoria firefighters), says calls for service to the 800, 900 or 1000 blocks of Pandora Avenue will require police escort.

“This particular area of the city, our members do not feel safe, I don’t feel safe, so at this time we’re going to coordinate with the other agencies, and if we enter this area, we’re going to enter it together,” Wilson said in an interview with CHEK News.

“Moving forward, when a call comes in…this will just be an automatic ‘wait for police.’ All that means is we respond to just outside the area of whatever the address may be. When police arrives, when ambulance arrives, the three agencies will then proceed together.”

This change comes after a paramedic was assaulted while responding to a medical incident in the 900-block of Pandora Avenue on July 11. The paramedic was taken to the hospital with non-life-threatening injuries after being kicked in the face.

Wilson says this is in response to growing concerns to safety in this area in addition to the incident on July 11, and to ensure that everyone involved has a safe workspace.

Del Manak, Victoria’s police chief, says after the paramedic was assaulted, firefighters who were responding to an unrelated call helped the paramedics who were being assaulted and grabbed their sledgehammers and axes to form a wall around the paramedics while he was given medical aid.

He says he supports the move to no longer allow firefighters or paramedics to respond to those three blocks without police escort.

“I think that it’s really important. They’re not trained in de-escalation, they don’t have the tools to be able to defend themselves and to be able to create space and to be able to make arrests, they don’t carry handcuffs,” Manak said.

“And so I think it’s important that we respect our first responders, and we do everything that we can to create a safe place for them to be able to do their job.”

Manak says this change will impact VicPD’s ability to respond to some calls.

“Now we are going to be putting other calls that are lower priority on the back burner to be able to assist fire and ambulance so that they can respond at the earliest opportunity that I can free up resources. So it’s a challenge and a drain on our resources that are already stretched to the limit,” Manak said.

Random Attack: Edmonton Man Charged With Attempted Murder

ALBERTA — The Edmonton Police Service (EPS) has charged a 41-year-old man following a violent random assault that occurred in central Edmonton last week.

According to a news release by EPS, on July 11, a 60-year-old man walking to a gas station in 92 Street and Jasper Avenue was violently assaulted to the point of unconsciousness by a 41-year-old male seated outside the gas station without any provocation. After a brief lull in the assault, the suspect then began choking the man with a shopping bag.

The EPS Downtown Branch BEATS team heard shouts for help from the gas station and immediately responded to assist. Officers challenged the suspect, who did not comply and fled on foot. Following a short foot chase, he was eventually taken into custody, the release stated.

EMS transported the 60-year-old man to hospital with serious life-threatening injuries. He has since been released.

The 41-year-old suspect identified as Storm Saskatchewan, was also taken to the hospital as a precaution. The suspect and victim were not known to one another, according to EPS.

Saskatchewan was remanded and charged with aggravated assault and attempted murder. He has a lengthy and sometimes violent criminal history and intoxication by drugs is believed to have been a factor in this incident, said police officials.

“Thankfully, officers were nearby at the time of this assault – they undoubtedly saved the complainant’s life. Had they not acted quickly, we may be discussing significantly more tragic circumstances today,” said Acting Inspector Michael Dreilich with the EPS Investigations Branch.

“There is no place for this type of brazen, random violence in our city,” he added.

Firearm Manufacturer Colt Canada Wants to Expand Kitchener Plant

ONTARIO — Colt Canada, which manufactures weapons and accessories for military and law enforcement use, is looking to expand its Kitchener plant.

The company wants to double the size of its existing facility at 1036 Wilson Ave., near Wabanaki Drive and the Grand River.

To do so, Colt Canada is proposing to tear down two single-detached homes and outbuildings it owns at 1082 and 1094 Wilson Ave., just south of the plant, to allow for the relocation of a surface parking lot for employees.

Official plan and zoning bylaw amendments would be required for the new parking lot and an enclosed three-storey stairwell and pedestrian bridge leading from the parking lot to the Colt facility.

A small visitor lot would be located near the front of the expanded facility.

Some concerns have been raised, including increased traffic, the loss of two homes, possible noise and light pollution, and possible impacts to natural heritage conservation areas on the two now-vacant residential properties.

While the nearby area is primarily commercial/industrial, there are two other homes in the immediate vicinity, and the Hidden Valley subdivision stands to the northeast.

An online information meeting was held Wednesday night; city staff are expected to present a recommendation to the planning committee and council next month.

“Colt Canada has outgrown their existing facility,” said planning consultant Kristen Barisdale of GSP Group.

The expansion would include new manufacturing space, a new range, and enlarged office space with a second-storey addition. The expanded facility would total about 112,000 square feet.

Colt Canada currently employs about 150 people at the Wilson Avenue site.
